EU Delegation to Morocco Is Hiring an Information and Communication Officer in Rabat

The European Union (EU) is made up of 27 European countries. It plays a major role on the international stage through diplomacy and political dialogue, trade, development assistance and cooperation with international organisations. Abroad, it is represented by more than 140 diplomatic missions, also known as EU Delegations, which perform a role similar to that of an embassy.

EU Delegation to Morocco Is Hiring an Information and Communication Officer in Rabat

The EU Delegation to Morocco (hereinafter “the Delegation”) is one of these 140 Delegations. Its main objective is to work towards implementing the partnership between the European Union and Morocco. Its mandate includes promoting relations between Morocco and the EU at every level—political, economic, commercial, cultural, and others—and monitoring implementation of the EU–Morocco Association Agreement. It also implements the European Neighbourhood Policy, including its technical and financial cooperation dimension. The Delegation is also responsible for informing the public about the EU and its work in Morocco, for the benefit of the Moroccan population.

What we offer

We are offering a position as Information and Communication Officer in the Delegation’s Political, Press and Information Section. Upon recruitment, the successful candidate will take up a specific role as an Information and Communication Officer.

Duties and responsibilities

Under the supervision and responsibility of the relevant Head of Section, and in close cooperation with the other members of the communication team, the successful candidate will carry out the following tasks.

The tasks listed below are not exclusive:

  • Overseeing the Delegation’s communication, together with colleagues in the communication unit and in line with the organisation’s objectives:
    • Developing the Delegation’s communication strategy and communication plan. In this context, ensuring consistency between the headquarters’ communication guidelines and their implementation in Morocco;
    • Managing and developing the Delegation’s social media accounts;
    • Managing the Delegation’s website;
    • Adapting EU headquarters’ communication messages into local content for social media and other communication channels;
    • Identifying political messages related to EU activities and adapting them to the Moroccan context, in order to communicate the EU’s role as a political actor;
    • Advising internal stakeholders on local communication opportunities and engagement with target audiences.
  • Media relations:
    • Managing press coverage of EU events;
    • Organising press conferences and interviews;
    • Coordinating media coverage of official visits from headquarters.
  • Supervising and following up on communication activities for EU-funded projects in Morocco, according to an allocation of files to be determined;
  • Organising and following up on public diplomacy activities, under the responsibility of Section 2, Economic Competitiveness, Environment and Infrastructure;
  • Coordinating visits by the Moroccan press to EU institutions and by the European press to Morocco as part of EU programmes;
  • Organising the participation of Moroccan candidates in the EU Visitors Programme (EUVP);
  • Managing the contracts and finances for the information and communication budget;
  • Drafting:
    • Press releases;
    • Op-eds for publication in the press;
    • Speeches;
    • Articles as requested;
    • Press reviews and follow-up.

The successful candidate will be based in Rabat. The contract—an “international/local agent” contract, Group I—will be indefinite-term.

We offer a competitive position in an international environment. Benefits such as a retirement savings plan and medical insurance are available to employees and their families, subject to certain conditions.

The successful candidate will be recruited at step 1 of their function group. In accordance with the current salary scale, the gross basic salary (paid in 13 monthly instalments) for a local agent in Group 1, step 1, is MAD 47,617.00 (forty-seven thousand six hundred and seventeen dirhams), before taxes and other deductions, in accordance with the regulations in force in Morocco.

The step will subsequently be reviewed based on the years of professional experience substantiated by the candidate and recognised as relevant to the specific duties of the position.

Eligibility criteria

Applicants must:

  • Have completed at least three years of university studies, leading to a degree, preferably in political science, international relations, journalism, communication, economics or another related field;
  • Have at least five years of relevant professional experience in communication, preferably in an international and multicultural environment;
  • Have an excellent command of Arabic and French;
  • Have a good command of English;
  • Be a Moroccan national or a national of an EU Member State with the right to live and work in Morocco;
  • Be medically fit to perform the required duties;
  • Enjoy full civil rights and hold the work permits required under local legislation.

Selection criteria

Applicants should have:

  • Experience in journalism/communication and diplomacy/public relations (for example, strategic communication, media relations, campaigns, political analysis, content production, marketing, online marketing, social media management, audiovisual content development, or strategic communication to counter violent extremism);
  • The ability to build constructive working relationships with key partners in the country;
  • Strong writing and analytical skills, together with sound judgement, the ability to understand issues quickly, and the ability to identify problems and solutions;
  • Excellent communication skills and the ability to establish and maintain a network of contacts both within and outside the Delegation;
  • The ability to communicate complex issues clearly and to carry out a range of tasks accurately and flexibly in a complex institutional environment;
  • Knowledge of social media platforms, particularly Twitter and Facebook, as well as other locally popular platforms;
  • Knowledge of the EU’s external relations, internal policies and functioning;
  • Excellent computer skills and the ability to work comfortably with Windows software (Word, Excel, Outlook, etc.).

The following will also be considered an advantage:

  • Experience working in a team in a multidisciplinary and multicultural environment;
  • Experience analysing social media;
  • Experience in public speaking;
  • Knowledge of EU languages other than those mentioned above.

The procedure

After the application deadline, applications will be reviewed by a selection committee established for this purpose. Based on a preliminary assessment of the information provided in the application letters and supporting documents, the committee will draw up a shortlist of candidates considered best suited to the position.

Only applications that meet the requirements will be considered for pre-selection.

Shortlisted candidates will then be invited to an interview and may also be asked to take a written test. Interviews will take place in Rabat, Morocco, or by videoconference.

Once all applications have been assessed, unsuccessful candidates will not be contacted individually. However, after the recruitment procedure has concluded, the Delegation will announce its completion on its website.
