Eligibility Criteria

To be eligible for the Humphrey Fellowship, applicants must meet the following requirements:

  • A solid academic background (minimum of a Bachelor’s degree / Licence).
  • A good command of the English language.
  • A first-rate professional record with at least five years of full-time professional experience, showing progressive responsibilities in either the public or private sector.
  • Demonstrated leadership qualities.

According to the U.S. Department of State, fellows are selected on the basis of their overall professional record, their potential for future leadership, and their commitment to public service. Final selections are approved by the J. William Fulbright Foreign Scholarship Board.

Required Application Documents

Applicants must compile and submit the following documents:

  • Online application form.
  • Two letters of recommendation (1 academic and 1 professional).
  • Copies of obtained degrees and academic transcripts (along with their certified translation into English).
  • An employment certificate (along with its English translation).
  • An authorization from the home institution permitting participation in the program (required for public sector employees).
  • An English language test score (minimum TOEFL ITP score of 550, or equivalent IELTS or Duolingo score). For test registration, contact AMIDEAST Morocco in Rabat or Casablanca.

Note: Please keep in mind that the Humphrey Fellowship is a professional development program and does not result in an academic degree.
