Reopening of Quebec’s Family Sponsorship Program 2026: A Comprehensive Guide for Applicants

The Quebec Ministry of Immigration, Francisation and Integration (MIFI) has officially announced the resumption of Family Sponsorship Program applications, effective July 2, 2026 — the first such reopening since the province reached its intake cap the previous year.

Quebec authorities have set the program’s total intake capacity at up to 15,700 applications over the period from July 2, 2026 to July 2, 2028, distributed across two main categories:

Categories Exempt from the Intake Cap

Certain categories are permitted to apply without being subject to the established quota, including:

The exemption of adult dependent children marks a significant policy shift, as this category was previously counted against the overall intake cap.

Selection Mechanism and Phased Processing

The Ministry has adopted a time-based phased system grounded in the principle of chronological priority, replacing the traditional first-come, first-served online rush model, and operates as follows:

  1. Invitations are issued to applicants based on the date of issuance of the eligibility letter or acknowledgment of receipt from Immigration, Refugees and Citizenship Canada (IRCC)
  2. Processing begins with documents issued in 2024, advancing in ascending chronological order

Application Procedures and Submission Guidelines

  • All applications must be submitted exclusively by regular mail
  • In-person file submissions at the Ministry’s offices are not accepted
  • Applicants are advised to review the phased timeline before sending documents
  • Updates should be monitored via the official Quebec Immigration Ministry portal
