Quebec is granting Moroccan students 18 additional tuition fee exemptions under the Morocco–Quebec agreement for the Winter 2027 semester.
Allocation of Tuition Fee Exemptions
- Undergraduate / Bachelor’s degree: 02
- Master’s degree: 11
- Doctorate: 05
Eligibility Criteria
- Be a Moroccan national.
- Hold the diploma required for the desired level of study.
- Have final admission to a Quebec higher education institution for the study program for which the exemption is requested.
- Have at least 2 semesters remaining in the requested program.
Selection Criteria
- Applicants are ranked according to academic excellence, based on their GPA (cumulative weighted average) and the number of semesters completed in the requested program.
- Priority is given in the following order:
- Applicants who have completed 2 or more semesters in the requested program;
- Applicants who have completed 1 semester in the requested program;
- Applicants who have completed semesters in a preparatory year in Quebec;
- Applicants who have not yet begun the requested program.
- Priority is given to applicants whose diploma granting access to the requested level of study was obtained within the last 4 academic years.
- Grades obtained in Quebec for a DESS, a college diploma, a certificate, or one year completed as part of an exchange program are not taken into consideration.

November 8, 2026, at 11:59 p.m. Morocco time
Application File
Attach all required supporting documents to your online application as clear, legible scanned PDF files. Each file should not exceed 4 MB:
- The application form for additional tuition fee exemptions, attached, duly completed and signed (fill it in on a computer, print it, and sign it);
- Recent proof of final admission to a Quebec higher education institution for the study program for which the exemption is requested;
- Copies of previously obtained diplomas and transcripts;
- Copies of transcripts* for all semesters completed in Quebec.
Any incomplete application or any application containing false information will be systematically rejected.

Publication of Selection Results
The final selection results will be communicated to applicants through the same website.
* Applicants who have already begun their higher education studies at Quebec institutions must provide copies of all transcripts issued by those institutions for every semester completed.
